A new EPFO rule, effective August 1, 2025, requires face authentication for UAN creation and maintenance



1. Face Authentication for UAN:

  • The Employees' Provident Fund Organization (EPFO) now mandates face authentication for Universal Account Number (UAN) management.

  • This new rule is effective from August 1, 2025.

  • The procedure involves face authentication for both creating new UANs and maintaining existing ones.

  • The EPFO is working on resolving issues to ensure seamless service delivery, including facilitating members and employers to submit profile updates online. 

2. Employment Linked Incentive (ELI) Scheme:

  • The Central government has approved the ELI scheme, which aims to incentivize job creation.

  • The scheme will be implemented over a two-year period, starting August 1, 2025.

  • The scheme has a budget of Rs 99,446 crore and is projected to create over 3.5 crore jobs, with 1.92 crore being first-time employees.

  • The scheme will be applicable to jobs created between August 1, 2025, and July 31, 2027. 


3. Other Updates:

  • The EPFO has also launched a new functionality on the Unified Portal to allow members and employers to submit member profile update requests online. 

  • The EPFO has also authorized to issue Certificate of Coverage to employees posted to countries with agreements with the Government of India. 

  • The EPFO has various other circulars and updates related to its operations, including those concerning the Atmanirbhar Bharat Rozgar Yojana (ABRY) and other administrative matters.


Effective August 1, 2025, the Employees’ Provident Fund Organisation mandates Aadhaar-based Face Authentication Technology (FAT) via the UMANG app for:

  • Generating a new UAN (Universal Account Number)

  • Activating an existing UAN

  • Verifying already activated UANs to update EPFO records

According to the EPFO’s July 30, 2025 circular, the older method—where the employer initiates UAN creation—will continue only for exceptions such as international workers and citizens of Nepal and Bhutan


What's Driving This Change?

EPFO’s shift aims to:

  • Enhance accuracy by pulling data directly via Aadhaar, reducing manual errors

  • Speed up access: Employees can now self-generate and activate UANs, without waiting for employer involvement

  • Strengthen security using biometric face scans to verify identity


But There Are Growing Concerns

Industry groups have raised red flags:

  • The Indian Staffing Federation (ISF)—representing over 1.8 million contract workers—reports immediate onboarding delays. Within just two days of the rule, over 1,000 candidates couldn't be enrolled due to technical and logistical constraints, severely affecting payrolls and compliance timelines.

  • The Association of Industries & Institutions (with 7,000+ members) has advocated for retaining the employer portal alongside UMANG and proposed a 6–12 month grace period, citing challenges posed by low smartphone access, digital literacy gaps, and operational disruption 


  • The Southern India Mills' Association (SIMA) urges reverting to the old method until technical issues—like app crashes and server errors—are addressed. They also called for prior sensitization and training before future rollouts





૧ ઓગસ્ટ, ૨૦૨૫ થી અમલમાં આવેલ એક નવા EPFO નિયમ મુજબ UAN બનાવવા અને જાળવણી માટે ફેસ ઓથેન્ટિકેશન જરૂરી છે.


૧. UAN માટે ફેસ ઓથેન્ટિકેશન:


કર્મચારીઓના ભવિષ્ય નિધિ સંગઠન (EPFO) હવે યુનિવર્સલ એકાઉન્ટ નંબર (UAN) મેનેજમેન્ટ માટે ફેસ ઓથેન્ટિકેશન ફરજિયાત કરે છે.


આ નવો નિયમ ૧ ઓગસ્ટ, ૨૦૨૫ થી અમલમાં છે.


આ પ્રક્રિયામાં નવા UAN બનાવવા અને હાલના UAN જાળવવા બંને માટે ફેસ ઓથેન્ટિકેશનનો સમાવેશ થાય છે.


EPFO સભ્યો અને નોકરીદાતાઓને પ્રોફાઇલ અપડેટ્સ ઓનલાઈન સબમિટ કરવાની સુવિધા આપવા સહિત, સીમલેસ સેવા વિતરણ સુનિશ્ચિત કરવા માટે સમસ્યાઓના ઉકેલ પર કામ કરી રહ્યું છે.




૨. રોજગાર સાથે જોડાયેલ પ્રોત્સાહન (ELI) યોજના:


કેન્દ્ર સરકારે ELI યોજનાને મંજૂરી આપી છે, જેનો હેતુ રોજગાર સર્જનને પ્રોત્સાહન આપવાનો છે.


આ યોજના ૧ ઓગસ્ટ, ૨૦૨૫ થી શરૂ થતા બે વર્ષના સમયગાળામાં લાગુ કરવામાં આવશે.


આ યોજનાનું બજેટ રૂ. ૯૯,૪૪૬ કરોડ છે અને તે ૩.૫ કરોડથી વધુ નોકરીઓનું સર્જન કરવાનો અંદાજ છે, જેમાં ૧.૯૨ કરોડ પ્રથમ વખત કામ કરતા કર્મચારીઓ છે.

આ યોજના ૧ ઓગસ્ટ, ૨૦૨૫ અને ૩૧ જુલાઈ, ૨૦૨૭ વચ્ચે સર્જાયેલી નોકરીઓ પર લાગુ થશે.
